Montreal, April 6, 2023, the Immigrant Workers Center (IWC-CTI) and the Clinique internationale de défense des droits humains de l’UQAM (CIDDHU) announce the tabling of a report denouncing the systemic anti-black racism experienced by Afro-descendant people in Quebec as part of Canada’s 4th Universal Periodic Review (UPR) under the auspices of the United Nations Human Rights Council.
This report focuses on the realities of African-descendent people in Quebec, the second largest province in Canada for the presence of Black people, where anti-black racism is prevalent in all areas of society, particularly in the laws, policies, programs, decisions and practices of the Government of Quebec and the Government of Canada. This reality constitutes a violation of numerous international human rights treaties to which Canada is bound, including the Convention on the Elimination of All Forms of Racial Discrimination (CERD).
In order to illustrate the extent of systemic anti-black racism in Quebec and more broadly in Canada, the report documents the discrimination faced by black people in three sectors: health, immigration, and the judicial and prison environments.
This report is the result of a desire, a proposal and a documentary arch from Ricardo Lamour, Stéphanie Germain and Rito Joseph, three Black people living in Quebec who are aware of a portion of the issues faced by Black people in Canada through their experiences, knowledge and roots, all in collaboration with the Immigrant Workers Centre.
