People who never filed a 2021 to 2024 tax return could lose Canada Carbon Rebate money they are owed if they have not filed by Friday, Oct. 30, 2026, under a federal budget proposal that is not yet law.
Updated Oct. 14, 2026
Budget 2025, tabled Nov. 4, 2025, says “no CCR payments would be made in respect of tax returns, or adjustment requests, filed after October 30, 2026,” according to the federal budget document. The measure is part of Bill C-31, the Budget 2025 Implementation Act, No. 2. The Parliament of Canada’s LegisInfo page listed the bill as “at consideration in committee in the House of Commons” when it was checked on Oct. 14. The page showed no royal assent, and third reading had not been reached.
That means the Oct. 30 cutoff is a proposal, not a rule in force. The Canada Revenue Agency has not announced a deadline of its own on the pages reviewed for this article. Anyone who may be affected still has about two weeks to act if they want to be certain of being ahead of the date in the budget.
The Canada Carbon Rebate was the quarterly payment that replaced the Climate Action Incentive. The CRA said on its page on when to expect payments that “there will be no further quarterly CCR payments after the April 2025 payment.” The agency said eligible people who had not yet filed returns for 2024, 2023, 2022 or 2021 are paid for each year once that year’s return is assessed. For the final payment, the CRA said, “you will receive your final payment once your 2024 return is assessed.”
In practice, the rebate was tied to the tax return. A person who skipped filing in one of those years, or who filed but has not yet been assessed, may not have received the money for that period. The budget proposal would cut off those late payments for returns filed after Oct. 30.
The CRA’s page on changing a tax return said there are three ways to adjust a filed return. The fastest are the “Change my return” service in a CRA account and ReFILE in certified tax software, each of which the agency said takes about two weeks. Mailing Form T1-ADJ to a tax centre takes about 19 weeks, and some requests can take up to 35 weeks. The agency said people must wait for their notice of assessment before asking for changes. It also said ReFILE cannot be used for tax years before 2021.
For returns that were never filed, the CRA’s NETFILE page said certified software can be used to electronically file initial personal returns for 2018 through 2025.
The budget wording refers to returns “filed after” the date, but the passages reviewed do not say how the CRA would treat a paper form that is mailed before Oct. 30 and processed later. Readers who mail a form should confirm the treatment with the CRA, which is one reason the electronic routes are the safer choice if the proposal passes unchanged.
Not everyone who skipped a return was eligible in the first place. Readers should check their own situation against the CRA’s published rules or contact the agency before filing only to claim the rebate. This article explains official rules only and is not personal financial or tax advice.
LegisInfo showed House finance committee meetings on Oct. 6 and 8, and a Senate pre-study ordered on June 10 that was due to report by Oct. 9. If the bill receives royal assent with the Oct. 30 date intact, the cutoff would apply as written. If the date is amended, the budget wording would no longer be the guide.
