Halton Regional Police Sgt. David Joseph is charged with dangerous operation of a conveyance causing bodily harm after a March 2025 pursuit in Oakville and Mississauga, Ontario’s Special Investigations Unit announced on Oct. 28.
The charge, under section 320.13(2) of the Criminal Code, is an unproven allegation, and Joseph is presumed innocent unless proven guilty in court. The SIU said he is required to appear before the Ontario Court of Justice at 491 Steeles Ave. E. in Milton on Nov. 23, 2026, at 9 a.m.
SIU Director Joseph Martino has reasonable grounds to believe the officer committed a criminal offence, the release on case 25-OVI-097 said.
The SIU said that on the morning of March 12, 2025, Halton officers were investigating the theft of a vehicle from a home in Oakville that also involved a stolen GMC Hummer. It said the drivers of both vehicles fled and officers tried to stop them. After a pursuit that the SIU said was led by Joseph, the Hummer’s driver was involved in a collision with a tractor-trailer at Winston Churchill Boulevard and Lakeshore Road East in Mississauga and was taken to hospital with a serious injury.
The SIU said it will not comment further because the matter is before the courts and in consideration of the accused’s fair trial interests. The Canadian Press also reported the charge, citing the SIU.
Canada News Media did not find a statement from Halton Regional Police on the service’s news release page as of Nov. 3. The SIU release does not say whether Joseph remains on duty and does not name a lawyer for him.
The SIU is the civilian agency that investigates police conduct in Ontario. Other recent SIU files we have reported include a decision clearing a Greater Sudbury officer and a finding that an OPP officer was largely at fault in a Toronto crash.
