Japan city uses tsunami lessons for COVID-19 vaccinations

Tamio Hayashi, 77, doubted he could ever navigate the internet systems set up to register for COVID-19 vaccines across most of Japan.

He hated the idea of using the “troublesome” systems that have broken down and befuddled other older residents, hobbling Japan’s inoculation push.

Luckily, local officials in his small, northeastern town helped him through the red tape and he got his shots – a rarity in Japan, where the authorities are racing to inoculate the vulnerable elderly population before the start of the Summer Olympics in just six weeks.

“This way is great,” Hayashi told Reuters after he and his wife got their second doses at a local gymnasium. “You just get a notice that says come on such-and-such a day.”

Soma, a rural city 240 kilometres (150 miles) north of Tokyo that was devastated by the 2011 earthquake and tsunami, has surged ahead of most of the country in vaccinations by heeding lessons learned from the catastrophe of a decade ago.

Japan lags far behind other advanced economies in vaccinating its people – 12% have received at least one shot, according to a Reuters tracker, compared to France, the next lowest in the Group of Seven industrial powers at 42%, and the most advanced, Canada, at 63%.

Soma’s nimble, homegrown approach eschews the reservation systems and fragmented efforts common across Japan. The city has inoculated 84% of its elderly – versus about 28% nationwide – is now injecting younger generations and aims to reach people as young as 16 by the end of July, just as the Olympics are getting underway.

Prime Minister Yoshihide Suga wants to have Japan’s elderly population fully vaccinated by July and all adults by November. But that will require boosting shots to a million a day from the peak so far of around 700,000.

Part of Soma’s success is due to its small population of 35,000, making it easier to reach people in the city on the Pacific coast in Fukushima prefecture than for stretched medical staff in the giant urban areas.

But the city is also succeeding where much of Japan has not because of the painful lessons of the tsunami that killed 450 of the city’s people as it swept 4 kilometres (2.5 miles) inland.

‘PEOPLE COMING TOGETHER’

That disaster taught Soma the importance of laying out and communicating clear plans, working closely with local medical professionals, gathering affected people in concentrated places – and not waiting for a plan to come down from Tokyo – said Vice Mayor Katsuhiro Abe.

“I don’t know if you would say that we couldn’t have done this had it not been for the earthquake disaster,” Abe said. “But this inoculation programme comes in conjunction with the experience of the city government and the people coming together to deal with that for these 10 years.”

Japan has avoided the enormous COVID-19 case loads and death tolls seen in many nations, but the mid-February start of its vaccine rollout was later than most and was initially stymied by scarce supplies of imported vaccines.

Distribution was then uneven, while reservation systems broke down or confused the elderly prioritised for shots.

Soma’s leaders and doctors, drawing on 2011 lessons, began drafting plans and running inoculation drills in December, months before vaccines were approved.

The city set up a central vaccination centre, conserving medical manpower. Residents were called by city block, no reservation necessary, and the city sent busses for those who could not travel on their own.

After the previous disaster, Soma’s neighbours know to look out for each other, while city officials are used to shifting gears from office work to crisis management, said Abe, a lifelong Soma resident.

Townspeople are shuttled briskly to waiting areas and screenings, then to a partitioned area for their shots.

When some older patients got flustered being asked to turn left or right for their shots, staff improvised with cartoon posters on the walls: face the bunny for an injection in your right arm, turn to the doggy to get it in the left arm.

“The strategy needs to be tailored to each local culture and context,” said Kenji Shibuya, who this spring resigned as director of the Institute for Population Health at King’s College London to help run Soma’s COVID-19 vaccination push.

“It’s a war,” said Shibuya, a persistent critic of Japan’s handling of the pandemic.

He said the best thing the government can do is provide a steady supply of vaccines and supplies to municipalities – and leave the rest to the people on the ground.

Ontario releases 2023 Sunshine List, top earner made $1.9M – CBC.ca

Five employees at Ontario Power Generation are in the top 10 earners on the province’s so-called sunshine list for 2023, with the province’s highest salary nearing $2 million.

The annual sunshine list documents public sector employees with salaries over $100,000. In this year’s edition, there are 300,570 names, more than 30,000 higher than last year.

Kenneth Hartwick, CEO of the electricity Crown corporation, is in the top spot again with a salary of $1.93 million.

Two other executives at the organization — chief strategy officer Dominique Miniere and chief projects officer Michael Martelli — made nearly $1.2 million and nearly $1 million, respectively.

The presidents and CEOs of the Hospital for Sick Children and the University Health Network are also in the top 10, earning around $850,000 each. So is Phil Verster, who is president and CEO of the provincial transit agency, Metrolinx, with a $838,097 salary.

Caroline Mulroney, president of the Treasury Board, highlighted other high growth areas in a release.

“The largest year-over-year increases were in the hospitals, municipalities and services, and post-secondary sectors, which together represented approximately 80 per cent of the growth of the list,” she said.

The list shows 17 professors or associate professors at the University of Toronto had earnings of $500,000 or more.

A statement from a University of Toronto spokesperson said the school competes with top universities and private-sector employers around the world for faculty members.

“This occasionally results in salaries above the usual range for a small number of faculty members.”

Premier Doug Ford earned $208,974 last year. His chief of staff, Patrick Sackville, earned $324,675.

Matthew Anderson, CEO of Ontario Health, a provincial agency the Ford government created in 2019, earned $821,000. Meanwhile the public servant leading the Ministry of Health, deputy minister Catherine Zahn, earned $477,360, and Health Minister Sylvia Jones, $165,851.

There are more than 25,000 registered nurses on the list, including seven who earned more than $300,000 last year.

Chief Justice Sharon Nicklas, who was appointed to the top post in the province’s judiciary last May, earned $388,960.

The police chiefs of Thunder Bay, Daniel Taddeo, ($376,428) and Hamilton, Francis Bergen, ($374,492) were paid more last year than OPP Commissioner Thomas Carrique ($373,472). Taddeo retired in April 2023. 

Toronto police Chief Myron Demkiw, who took over the post in late 2022, earned $353,411. 

Organizations that receive provincial government funding are also required to disclose salaries for the sunshine list, so it includes top earners at some registered charities.

The chief executive of the True Patriot Love Foundation, Nicholas Booth, earned $421,149. The foundation funds support programs for veterans and military families. 

The president and CEO of the Canadian Red Cross Society, Conrad Sauve, earned $412,970, while the YMCA of Greater Toronto’s chief executive, Medhat Mahdy, earned $394,057.

Salaries of other key Ontario public figures include:

  • $826,539 for Ontario Pension Board CEO Mark Fuller.
  • $709,581 for Ontario Lottery and Gaming Association president & CEO Alfred Hannay.
  • $601,376 for Registered Nurses Association of Ontario CEO Doris Grinspun.
  • $596,392 for Dean of Ivey Business School, Western University, Sharon Hodgson.
  • $563,291 for LCBO president & CEO George Soleas.
  • $546,053 for Dean of the Faculty of Health Science, Queen’s University, Jane Philpott.
  • $533,112 for Royal Ontario Museum president & CEO Joshua Basseches.
  • $486,192 for University of Toronto president Meric Gertler.
  • $464,148 for Chief Medical Officer of Health Dr. Kieran Moore.
  • $455,091 for Chief Coroner Dr. Dirk Huyer.
  • $404,003 Art Gallery of Ontario director and CEO Stephan Jost.
  • $395,974 for former auditor general Bonnie Lysyk.

Adjusting sunshine list threshold

The sunshine list has been around for almost 30 years, always set at six figures and up. 

At Queen’s Park on Thursday, some members of provincial Parliament faced questions on whether the $100,000 starting point should be adjusted.

Green Party of Ontario Leader Mike Schreiner said it should be pegged to the rate of inflation, but others disagreed.

“I think that people think that $100,000 is still a lot of money, especially in an affordability crisis,” said NDP MPP Catherine Fife, who’s also the finance critic.

Government House Leader Paul Calandra said the government has no plans at this time to change the threshold on the sunshine list.

“I think it’s an important document that serves the people well in highlighting the salaries of our public employees.”

The Public Sector Salary Disclosure Act, enacted by former Progressive Conservative premier Mike Harris in 1996, compels organizations that receive public funding from the province to report the names, positions and pay of people who make more than $100,000.

1 dead, 2 critically injured after car crash in Montreal

Urgences-santé say one person died and two others were critically injured after their vehicle hit a tree in the Rosemont neighbourhood.

Montreal police believe the crash may be linked to two drive-by shootings early Thursday morning.

The first happened around 5 a.m. on Pie-IX Boulevard. Police say a car was shot at repeatedly and the driver, a 41-year-old man, was injured in the upper body. He was transported to hospital, but his life is not in danger, say police.

Shortly afterward, shots were reported in the Plateau Mont-Royal borough, near the intersection of Saint-Joseph Boulevard and Henri-Julien Avenue. No one was injured.

Police say they are investigating to determine if there is a connection between the collision and the shootings. Montreal police spokesperson Jean-Pierre Brabant says it’s possible those in the vehicle were involved in the shootings.

The province’s independent police watchdog is now involved.

Pakistan airline crew sought asylum in Canada: spokesperson – CTV News

Typically, Pakistan International Airlines (PIA) flight attendants who arrive in Toronto stay at a hotel overnight, meet back up with their crew the next day and then fly to their next destination.

But increasingly often, PIA attendants aren’t showing up, the airline says. According to PIA, at least eight flight attendants disappeared over the last year and a half.

They have abandoned their jobs and are believed to have sought asylum in Canada, a spokesperson for the government-owned airline says.

Increased occurrences

Abdullah Hafeez Khan said at least eight flight attendants “have gone missing” after flying to Pearson International Airport in Toronto. He said these incidents have been happening over the last 10 years, but are now occurring more frequently.

“Since probably October of 2022, the number of the people that have opted asylum has increased tremendously,” Khan said in a video interview with CTVNews.ca from Karachi, Pakistan, where the airline is based.

“None of those crew members that disappeared in the last one-and-a-half years have come back. So they were granted asylum for one way or the other, and that probably has encouraged others to do so.”

The missing employees were fired immediately and lost their company benefits, Khan said.

Why did they flee?

Khan said he could only speculate as to why the flight attendants would flee.

The Canadian government underscored the volatile situation in Pakistan, warning in a travel advisory of a “high threat of terrorism,” along with threats of civil unrest, sectarian violence and kidnapping.

“The security situation is fragile and unpredictable,” the Canadian travel advisory reads. “Incidents are typically attributed to extremism, ethnic divisions, sectarian strife, regional political disputes and the situation in neighbouring Afghanistan.”

It added that many deaths and injuries have occurred from bombings, shootings and other terrorist attacks at a wide range of targets.

Since Khan isn’t in contact with any of the missing employees, he says, he assumes they decided to seek asylum in Canada for economic and social reasons.

“So I naturally assumed that all of them have been given asylum because I don’t think they would be living there illegally,” he said, adding they may already have family connections in Canada who can support them.

‘PR crisis’

Khan called the flight attendants’ disappearances a “PR crisis” for PIA that is “bad” for business amid a crew shortage.

The airline is in talks with the Canada Border Services Agency (CBSA) and Pakistani law enforcement agencies to potentially create a “legal safeguard” to curtail flight crew from seeking asylum, he said.

When asked about the PIA flight attendants’ disappearances, Erin Kerbel, spokesperson for Immigration, Refugees and Citizenship Canada, said the department couldn’t comment on specific cases due to privacy legislation.

In response to questions about PIA’s claim that discussions are underway about the issue, a spokesperson for the CBSA said it could not confirm any information.

“The Canada Border Services Agency does not provide comment or details on specific individuals, including any discussions that would take place with airline companies, as an individual’s border and immigration information is considered private and protected by the Privacy Act,” Maria Ladouceur said in an email to CTVNews.ca.

Since the crew members’ disappearances, Khan said, the airline has “done numerous things to curtail that.”

For instance, the airline is only staffing Toronto-bound flights with crew members who have “established linkages” in Pakistan, such as children, spouses or parents, as well as those who have worked in the organization for more than 15 years.

The airline avoids sending to Toronto those who are single or don’t have established family ties in Pakistan, he said.

Khan said he and the airline are no longer in contact with the flight attendants because, they discovered, they usually change their phone numbers soon after disappearing in Toronto.

Who disappeared?

The PIA flight attendants who vanished in Canada are seasoned pros in their late 30s or 40s, some of whom have worked for the airline for as long as two decades, Khan said.

“There was never any sign from them that they would seek something like that,” he said. “So that is something that is bothering us in the matter because working with people who have been working with you for a long time and then something happens like this is pretty unexpected.”

In one of the latest cases in February, the crew members were waiting to take the bus back to the airport from the hotel in Toronto and one of the flight attendants didn’t show up, Khan said.

The airline was unable to reach the flight attendant on her cellphone or hotel landline so, Khan says, they asked hotel management to check if she was OK.

“When the crew went there, she left her uniform there with a note saying, ‘Thank you PIA,'” Khan said, which he interpreted as a genuine sentiment of gratitude for her more than 15 years of service with PIA rather than a taunt.

Khan said the crew members who disappeared were “family values people” who had good careers in Pakistan.

Asylum policies

Individuals can make a refugee claim in Canada at a port of entry upon arrival or online if they are already in Canada, according to the Canadian government’s website.

Canadian immigration or border officials will determine if the person is eligible for a hearing before the Immigration and Refugee Board. All claimants must undergo health and security screenings, the government says.

If eligible to make a claim in Canada, refugee claimants can access social assistance, education, health services, emergency housing and legal aid pending a decision on their claim. Most can apply for a work permit after a medical examination.
