Fifteen per cent of Black federal employees indicated they had been a victim of discrimination on the job in the past 12 months, compared to only eight per cent of the public service, overall.
‘Pulling the eagle’s tail feathers is an easy, but a dangerous way, to get a certain temporary popularity, as well as a feeling of self-satisfaction at having annoyed the big bird,’ said Lester B. Pearson in 1965.
‘Some interviews will have to take place in person to properly conduct the investigation and so, it comes to its natural endpoint,’ says Alain Tousignant, senior deputy commissioner of the Correctional Service of Canada.
