REGINA — The City of Regina says it has finished the 11th Avenue Revitalization Project in the downtown core, on time and under budget.
The multi-year project upgraded roads, sidewalks, lighting and underground infrastructure on 11th Avenue between Albert Street and Broad Street, the City said in a news release dated Oct. 16. The work began in 2023 and was done with SaskPower and SaskTel, so major utility upgrades could happen alongside the City’s own work and reduce the need for future construction on the street.
“Investing in core infrastructure is critical to supporting a vibrant, accessible and growing downtown,” Mayor Chad Bachynski said. He acknowledged that construction of this scale had a significant effect on local businesses and residents, and thanked them for their patience.
Kurtis Doney, the City’s deputy city manager of city operations, called the completion an important step in the ongoing revitalization of the city centre.
Major construction is over, but several finishing features will be installed through fall 2026 and spring 2027. They include benches, heated transit shelters, garbage bins and landscaping. Tree planting on Saturday, Oct. 17 required a short-term road closure.
The City did not give a final project cost in the release. More information is at Regina.ca/11thAvenue.
The downtown finish follows the reopening of the Albert Street North overpasses, which the City said earlier this month were complete after a $17.4 million, two-season project. Regina’s streets are also dealing with wind warnings and snow in the province’s north this weekend, and the city recently marked the return of the Royal Regina Rifles colours to the legislature.
