A Vancouver quantum computing company is proposing to spend up to $500 million on a semiconductor plant that rival Canadian firms could also use, the second proposal of its kind from a Canadian photonics company in under three weeks.
Photonic Inc. announced Project VANGUARD on Sept. 14, describing it as a multi-tenant fabrication and advanced packaging facility, anchored by Photonic but open to commercial and government customers working in quantum computing, artificial intelligence, aerospace, defence, advanced sensing and semiconductor packaging. The company estimated the cost at up to $500 million, roughly US$359 million, and said the proposal had been selected for the Canada Investment Summit Prospectus, the curated list of projects put to institutional investors, strategic partners and allied governments at the summit Prime Minister Mark Carney hosted in Toronto on Sept. 14 and 15 alongside the Canada Pension Plan Investment Board and the Public Sector Pension Investment Board.
“Project VANGUARD is an opportunity to build critical semiconductor manufacturing infrastructure that helps Canadian companies scale at home, strengthens our economic and technological sovereignty, and positions Canada as a trusted partner in the advanced technology supply chains that will define the future,” said Don Mattrick, Photonic’s chief executive, in the company’s announcement. Photonic, which employs more than 180 people and has operations in the United States and Britain, said limited domestic capacity “often forces companies to scale manufacturing abroad, increasing costs, lengthening development timelines, and reducing control over strategically important intellectual property and supply chains.”
What makes the proposal more than one company’s pitch is that a competitor reached the same conclusion 17 days earlier. Toronto-based Xanadu Quantum Technologies signed a definitive agreement with Ottawa on Aug. 28 for $195 million through the Strategic Response Fund, money earmarked for a Toronto facility it calls Inception. In announcing that deal, Xanadu listed the capabilities it said Canada lacks at scale: heterogeneous integration of photonic chips, photonic integrated circuit packaging, wafer-level semiconductor testing and measurement, and quantum module assembly. Those are largely the same gaps Photonic describes. Two companies that compete on qubit architecture agree on what the country currently cannot do.
Where they differ is how to pay for it, and that contrast is the part worth watching. Xanadu went to the federal government, and as this publication reported on Aug. 31, the resulting $195 million is a conditionally repayable contribution rather than a grant, carrying a repayment period running two decades and a ceiling of 1.5 times whatever is actually disbursed. Photonic went to the summit prospectus instead, seeking private and allied-government capital for a facility other firms would share. One is a vertically integrated plant serving its owner’s roadmap. The other is pitched as shared national infrastructure. Canada is being offered two different industrial models for the same problem, and no one has said which it prefers.
The sums deserve context as well. Together the two projects represent less than $700 million in announced or proposed spending. Bell Canada’s AI data centre expansion in Saskatchewan, welcomed by Ottawa the same day Photonic made its announcement, carries a capital investment of up to $52.5 billion. Ottawa released five principles for responsible data centre development on Sept. 3, signed by Amazon, Anthropic, Google, Meta, Microsoft and OpenAI, though that framework is non-binding and creates no new approval process. There is no equivalent federal framework covering where the components inside those buildings get made.
Several things remain unknown. Photonic has not named a site, a timeline or a single committed investor, and inclusion in a prospectus is not financing. Neither company has said whether the two facilities would duplicate each other’s capabilities or complement them. And Ottawa has not indicated whether it would support a second photonics manufacturing project after committing to the first.
