The Board of Governance of the Combined Forces Special Enforcement Unit of BC (CFSEU-BC) and the Organized Crime Agency of BC (OCABC) is pleased to announce the appointment of RCMP Chief Superintendent (C/Supt.) Mandeep Mooker as the new chief officer.
Chief Officer Mooker joins CFSEU-BC from the RCMP, where he was leading the Integrated Homicide Investigation Team (IHIT) as Officer in Charge. During his tenure, he led a significant expansion of the organization, increasing IHIT’s establishment from 110 to 164 employees, strengthening investigative capacity and enhancing the team’s ability to respond to increasingly complex homicide investigations throughout British Columbia.
“Chief Superintendent Mooker brings a proven track record of leadership, operational excellence, and an unwavering commitment to public safety,” said Assistant Commissioner Will Ng, Acting Commanding Officer of the BC RCMP. “His experience leading complex, multi-jurisdictional investigations and delivering meaningful outcomes makes him exceptionally well suited for this role. He is respected for his ability to empower and build strong teams, foster trusted partnerships, and achieve success in some of the most challenging operational environments. Under his direction, CFSEU-BC will continue to lead the way in disrupting gang activity and keeping communities safe, while working closely with our policing and public safety partners to strengthen our collective response to organized crime.”
“Having previously served with CFSEU-BC, Chief Officer Mooker knows first-hand the complexity and relentless focus required to dismantle organized crime in this province,” stated OCABC Chair Mark Reder. “His return to the team gives us complete confidence that CFSEU-BC will maintain momentum and keep pressure on those who threaten the safety of British Columbians.”
Chief Officer Mooker brings more than 23 years of policing experience spanning frontline operations, major crime investigations, organized crime enforcement, executive leadership, and integrated policing.
Chief Officer Mooker began his RCMP career at Burnaby Detachment in 2003 before joining the Integrated Homicide Investigation Team (IHIT) in 2008, where he developed extensive experience in complex homicide and major crime investigations. In 2017, he joined CFSEU-BC, progressing through senior leadership roles including Program Support NCO, Performance Officer, and Investigations Officer.
Throughout his senior leadership roles, Chief Officer Mooker has provided oversight of significant operational and administrative portfolios, including organizational performance, governance, finance, human resources, and provincial enforcement priorities. He has been a strong advocate for organizational growth and innovation and successfully led initiatives that resulted in the establishment of several specialized capabilities within CFSEU-BC, including the Anti-Trafficking Task Force, Counter Proliferation Unit, Criminal Records Review Unit, and a dedicated Wellness Coordinator position supporting employees across the province.
“I am both humbled and honoured to have been selected as the chief officer of the Combined Forces Special Enforcement Unit of British Columbia,” stated Chief Officer Mooker. “CFSEU-BC brings together sworn officers and civilian professionals from different partner agencies into the largest integrated police agency in Canada. This team is deeply committed to dismantling and supporting the prosecution of organized crime groups. I share that commitment. We can’t do this work alone, and I look forward to strengthening our partnerships with municipal, provincial, federal, and international law enforcement agencies.”
