NOTICE OF DECISION
The Public Utilities Board (Board) approved an increase in the Stittco Utilities Man Ltd. (Stittco) propane commodity rate from $1.2513/m3 to $1.6792/m3 for propane provided to customers through Stittco’s pipeline distribution systems and which is consumed on or after November 1, 2026. Propane commodity is sold on a cost recovery basis and passed on to customers without markup by Stittco. The current Commodity rate increase is the result of forecast increases in the expected costs of purchasing propane over the next three months. The Board also approved a decrease to Stittco’s propane non-commodity rates, also known as delivery rates, for propane delivered to utility customers on or after November 1, 2026.
The new propane commodity rate contributes to an increase in the average annual residential bill of approximately 13%, or $225 per year, and the new non-commodity rates contribute to a decrease in the average residential bill of approximately 0.2%, or $4 per year, when compared to the current propane rates that were approved August 1, 2026. The combined impacts of the changes to the commodity rate and non-commodity rates are a total bill increase of approximately $221 per year, or 12%, when compared to current propane rates that were approved August 1, 2026. Actual customer impacts are dependent on propane consumption. Stittco’s propane rates will be reviewed again for February 1, 2027.
The Board is an impartial tribunal and regulator, arm’s length from government, which acts in the public interest.
Board Order 149/26 contains additional information on Stittco’s Application and the Board’s decision. The Order is available on the Board’s website at www.pubmanitoba.ca, or through the Board’s Office.
