The European Union’s foreign policy chief, Kaja Kallas, rejected on Friday any U.S.-Russia security arrangement made without Europe, saying Russian President Vladimir Putin “does not have a veto over European security,” Euronews reported.
The pushback came a day after U.S. President Donald Trump said a Ukraine peace deal he promised a Russian envoy “might involve all of Europe,” and days before U.S.-led Ukraine-Russia talks are due to resume in Abu Dhabi next week. No exact date has been announced.
Kallas spoke to journalists in Warsaw, Euronews reported on Nov. 6, 2026. “We already have a European security architecture in place,” she said. “The problem remains that Russia keeps breaking the treaties that underpin it.” She also said NATO “poses no threat to Russia at the moment” and that any deal would need EU involvement to be carried out.
Trump gave no details of the proposal. The New York Times reported, as summarized by Just Security’s Nov. 6 daily roundup, that Trump said he met Kirill Dmitriev, a Russian envoy, at the White House and promised a Ukraine peace deal that “might involve all of Europe.”
Jared Kushner, described by Euronews as Trump’s special envoy, said on X that Washington is working toward “practical arrangements” to address the security concerns of all parties. Euronews reported that he joined two days of talks in Brussels earlier this week by video link with officials from NATO, the EU and major European powers. He told European partners they would be consulted closely on the sidelines of the Abu Dhabi talks and, if progress is made, brought into a broader multilateral format, the outlet reported.
Polish Foreign Minister Radoslaw Sikorski said an arrangement on Ukraine’s and Europe’s future made over Europeans’ heads would be “actually impossible,” according to Euronews. Ukrainian Foreign Minister Andriy Sybiha, after meeting Kallas in Warsaw, said Ukraine is “not talking with Russians about spheres of influence in Europe.”
Paula Pinho, the European Commission’s chief spokesperson, said Friday that considerable work remains before a peace agreement and that the EU will decide its own security matters, Euronews reported. NATO said Ukraine’s allies are working toward a “just and sustainable” end to the war.
Moscow has pointed to the same question from the other side. Kremlin spokesman Dmitry Peskov said Europe is struggling to decide who would represent it in future talks on continental security as part of a Ukraine settlement, and that Europe would need to be involved, Reuters reported, per Just Security.
Euronews noted that before Russia’s February 2022 invasion, Moscow issued an ultimatum to NATO that included withdrawing alliance forces from countries that joined after 1997. NATO rejected it. The Euronews report described the European position as no settlement that rewards Russian aggression or undermines Ukraine’s sovereignty or NATO.
The claims in the Kallas, Sikorski and Sybiha remarks come from a single outlet’s report of the Warsaw meeting and should be treated as developing until further coverage confirms them. Trump’s remark and Peskov’s comments were reported by the New York Times and Reuters respectively.
For Canada, the question is not abstract. Canada leads the NATO multinational brigade in Latvia, and more than 1.2 million people in Canada reported Ukrainian ancestry in the 2021 census, according to Statistics Canada. We did not find a Canadian government response to the proposal in the sources reviewed.
The talks are an extension of the diplomacy the EU hosted earlier this week. Canada News Media reported on the Brussels meeting and on the U.S. plan to mediate in Abu Dhabi. What to watch next is the Abu Dhabi date and whether Europeans get a seat at the table.
