These five cities all score highest in security, infrastructure, and stability, with Sydney taking the number one spot overall for security.

Toronto is next in the list at number 6 and Rome, Dublin, Dubai, and Lisbon complete the top 10 among the leading 25 cities around the world that offer investment migration opportunities.
